Chicago is very charming and has, as many architects contend, the best architecture in the world. Frank Lloyd Wright homes are there, numerous buildings downtown were trendsetters, and even the concept of the "skyscraper" was born there.

Seattle is also a beautiful city. The natural scenery, along with the love of green space, has led to a good mix of nature and development. Too bad it's cloudy / drizzly 8 months out of the year.

As for ugly, I think St. Louis is Dr. Jeckyll / Mr. Hyde. The suburbs have no planning to them, and you have to drive everywhere, the Mississippi river is muddy and sometimes smelly, the Arch is nothing special, really. However, there's the French quarter which is nice, and some areas in the Garden District are nice too. Some parts of downtown are cool (Laclede's Landing for nightlife, the City Museum), but that's about it.

East St. Louis is ugly ... and dangerous. So is Gary, Indiana (Chicagoans will know the phrase "scary Gary").

I consider Phoenix ugly. On the surface it looks nice, but is it BLAND!

Cincinnati is an ugly city, in my opinion. I do think it is kinda cool though that you can walk ~70% of downtown in elevated sidewalks or building connectors. Some of those connectors have really cool gardens, as I recall.

Detroit is the epitome of ugly.

PRETTIEST:

Edinburgh : United Kingdom (stunning architechure, very sophisticated with a lovely atmosphere and friendly people)

London : United Kingdom (Great atmosphere, Beautiful architecture with lots to do and very diverse)

Bruges : Belgium (Beautiful, charming and very "olde worlde")

Madrid : Spain (Very Spanish, lovely architecture, great weather and great nightlife)

Paris : France (The Architecture is out of this world)


UGLIEST

Dublin : Ireland (Totally overated, very grotty, The drive in from the airport is like the ghetto, very expensive and full of clichéd Irish tackyness)

Cologne : Germany (Old Cologne was raised to the ground during WW2 and is consequently very modern, completely unattractive and very industrial.)

Pisa : Italy (It has nothing going for it except the leaning tower, it is modern, dirty and very dissapointing.)

Middlesborough : United Kingdom (Hideously industrial)

For major metropolitan cities in the U.S, Cleveland is pretty ugly. Houston, Texas is somewhat ugly.
