I have a feeling that the ugliest city in the world is a mid-sized city somewhere in the the former Soviet bloc. Somewhere without enough history to have any beautiful old buildings and filled with bland/decaying communist construction.

they are still better than 90% of cities in africa (e.g nairobi, mogidishu, kinshasa, harare, etc).

Ugliest:
London (the bad parts)
Glasgow
Dublin (unbelievably overrated as well)
Rome (suburbs)
Paris (suburbs)
Warsaw (virtually everything except the Old Town)
Salford
Bradford
Coventry
Liverpool
Sheffield
Ostrava
Katowice
Radom
Haven't been outside Europe yet, but I'll be in Hong Kong this time next month, and can't wait

You've got both right there! Prettiest from a distance, but pretty ugly the closer you get. The world's greatest skyline, but you need to be on a boat to appreciate it because the streets are concrete canyons.
Still the coolest city in the world, though.
