The prettiest city I've ever been in is Hanoi. A lovely lake right in the center of downtown, and no ugly high-rises. A few other lovely cities are Antananarivo, Madagascar, Rijeka, Slovenia; Valparaiso, Chile; New Orleans, Louisiana (formerly---I haven't been there since Katrina).

Anywhere which either has no architectural integrity, no heart or has been damaged with industry on a massive scale.
Cities with prettiest settings:

Cliche.
Houston, though it has some ugly areas, has a great tree canopy and a lot of interesting architecture.
