Minneapolis/St Paul. Seriously! Just because they live in the coldest place on earth Minnesotans are convinced they're really great drivers and trust me, they suck! They tailgate, they don't signal, they drive really fast up behind the car in front and at the last minute realise the car in front isn't going any faster or getting out of their way so they have to slam the brakes one (always fun when it's snowing a blizzard and you can't even see the lanes on the road), they HAVE to be the car in front no matter what, they don't know how to merge into traffic or let other people merge into traffic - the list goes on.

I'm from the Twin Cities and although drivers here are terrible, I don't think you can seriously compare it against these other cities.

Are you kidding? Over there the driving is a cakewalk compared to most cities in the world.
It seems like people complain about the drivers in absolutely every city, even if they don't really drive badly.
The worst I know iof is Hanoi. I've been there---it is incredible. There are dozens of YouTube vvideos of Hanoi traffic---it is a tourist attraction, is so bad. Everybody videotapes it. . . .
I was in Lagos in the 70's, when the city was virtually shut down by the impossibility. People in the suburbs just stayed at the office all week. It would take until 10 pm to get home, and you'd have to leave at 2 am to get back to work. But Ive heard that it has improves since then. The traffic was not bad because it did not move. A street that would normally be 3 lanes of traffic one way would be reduced to only one, by people on foot crowding out into the street hoping to catch a bus or a lift.

coldest place on the earth??? seriously? I know nothing about minnesota drivers, but that sentence is really weird.
Moscow was pretty bad in 1990s because it was designed for more car ownership restrictions by the Soviet central planner thugs and really organized around its subway system way too much, but it's gradually getting better. Other commie cities probably have the same problem.
Answering Los Angeles and especially Hong Kong is a joke, the third world cities are far worse, including the possibility of foreigners being harassed while stuck in traffic.
I voted for Rome, but after reading some of the other comments here, I sure don't think I've seen the world's worst.
Still, Rome was pretty wild--my boys found out that their mom knew how to cuss!

u are not right. moscow traffic is getting worse and worse every single year. it cannot be compared with any other city in europe. cairo & mumbai has own problems - but they are very different from moscow. those who complain about traffic in NYC and LA have never spent 3-4 hours to drive just a few kilometres in moscow, and those who speak about rude drivers in miami and minneanapolis have never seen moscow drivers (not russian!). they are crazy at all!
