White is slang for Caucasian, ethnic Japanese are Asian. I agree the entire post is silly.
Like I said before in my opinion AUSTRIA is the whitest country.

It's usually understood white is Caucasian=Europid. It's not easy though. I've noticed people have different definitions of white. I make the assumption the OP is thinking of places with the highest percentage of white people. I would say most of Eastern Europe. I think their closed political systems during a long time has been the reason.
Russia is very white. An English friend of mine (I know there are many people from Caucasus there but that's more a social difference) of mine visited Moscow (which is the most multi-cultural Russian city) and was surprised to see very few non-whites.
Finland is another good examples. The country is considered to be western European in a political sense. But it has taken very few non-white immigrants. Then again immigrants are also more attracted to Sweden than Finland, for a number of reasons.
Large cities will have more non-whites because that's simply where immigrants settle. You may compare Oslo to west coast Norway.
