San Jose, California does not have the feel of a big city even though it has a population of about 1 million people. So I would say for a big city it appears pretty quiet because it feels more like a suburb.

Tokyo japan is the largest city in the world and probably the quietest (in neighborhoods etc). Japanese are very conscious of their neighbors.
