Match an American city with an African city
I have never tried Africa before and I want to give this one a try.
San Diego,CA - Cape Town, South Africa: Cities known for their laid back culture, and Mediterranean climate.
Denver,CO - Nairobi,Kenya: high altitude metropolises known for being outdoorsy.
New Orleans, LA - Dakar, Senegal.: Cities with African and French influence.
Milwaukee,WI - Windhoek, Namibia: Both cities are known for their Black/German influence. Windhoek and Milwaukee even have old world architecture.
New Bedford, MA - Praia, Cape Verde: Cape Verdean and Portuguese influence in both cities as well as both cities being maritime.

Cape Town is more like San Francisco.. it gets cold in winter (mid 4os) with a lot of wind and rain.. so its more SF. It's also close to Stellenbosh wine area, similar to SF being close to Napa/Sonoma... lovely city.. reminded me of SF with the hilly terrain.
And Dakar is not the only African city with a french influence.. any city that was a former french colony would meet your criteria (Douala, Porto Novo, Lome, Abidjan)...
As far as Windhoek, the South African influence is a lot stronger; Germany had control for 29 years, it was under South African mandate from 1915-1990 (75 years). In fact South Africa kept Wallis Bay until 1994.

I have heard of Cape Town having a beach culture. SF doesn't.
As for Windhoek, sure there was South African influence, but there is German influence there, some of it in the architecture, so that is the closest match for Milwaukee. Can you come up with some?

Detroit,MI - Dar Es Salaam, Tanzania(African and Arab influences)
St. Louis,MO - Timbuktu, Mali Cities that were found on major trade routes.

Apart from that, some smarta*** witchdoctor/sangoma told some of the people that the only way to liberate themselves of AIDS is by having sex with a white woman........so the country is having infants being raped as a result..................

Unfortunately most African nations descend into total chaos when the "white rule" is ended and handed back to the natives...it's been happening since the late 50's..look at Zimbabwe once called the bread basket of Africa...
No I'm not racist just stating the facts
Maybe weather & crime beyond those two I can't match any American city with one in Africa

The nations descended into chaos because there was no plan to make a transition to independence. The colonial powers had no plans to let go of their colonies, so independence had to come by force from the sword, rather than diplomatic talks. It took violent revolutions for the African nations to get their independence. Otherwise, the transition would have been smoother. One nation that has rule of law and a relatively democratic society in Ghana.
Zimbabwe, well, that was a matter of Mugabe. The wrong leader led that nation.
