Default mobile phnoes in europe

how can someone have access to a mobile phone?
we are planing to visit France and Switzerland.

FWIW:
We looked into adding Europe to my husband's phone but it was too pricey.
We stopped in an FNAC store in Paris and bought an Orange phone/plan for 79 euros.
At the end of our trip, we gave the phone to our kid (who lives in France) it was pretty basic but was a step up from the phone he was using.

could you have returned the phone to the FNAC and gotten a refund for it?

I don't think so. But I don't know for sure, maybe if you look at the Orange link, it will say.
We looked into the Sim card thing but it wouldn't work with my husband's phone.
