I lived in Croatia and remember when prices for waterfront land was a song. It's a beautiful country and is a fine place to buy (caveat: I know nothing about legal rights in Croatia). Last time I checked, you could get some fabulous, thick-walled, stone shacks (for lack of other word) on a great piece of land for around $300,000. Complete refitting required, of course.
It's certainly worth a trip over to explore. Rent a car and drive the coast from Opatiya to Dubrovnik. Don't forget about the islands, too!
