where can I get free luggage tags?

Free? Make your own--index card and scotch tape to laminate. Usually, bought luggage comes with tags.
Amazon.com has reasonably priced tags. Or Wal-Mart, maybe.
Always make several photocopies of your itinerary and place inside your baggage.
For quick visual identification, tie a colorful scarf, rag or old tie to the handle.

You can usually pick up free paper ones at the check-in counters of the airlines at the airports.

I got one from some store called Bentley for a buck. Try to buy durable tags. The airport employees just throw your luggage around and it might get ripped off if it's made out of paper.

I don't think I would trust that if my bag ended up where I did not that anyone there would think to pull out the slip in the luggage tag to see if it had an address on the other side. And if they did, would it get re-inserted back in the luggage tag so that it would continue to identify my whereabouts?
I was also taken aback at the idea that someone was going to check out luggage tags and then use the info the check out houses...but then I realized that obviously use luggage tags in a different manner.
When I leave home I put several name & address slips into the plastic holder: #1 has my name and address at my first stop, #2 has my name and addess at my next stop, etc. etc. and the last one has my home address for my return trip. At each stop I pull out the top tag before leaving the hotel so that my name and the address of my next stop shows. Each address slip bears my name, local address and local phone number and dates.

Being a frequent traveler, I read about this true crime story.
If you check out airports, there are a lot of people loitering around with not boarding passes. Some homeless people even sleep and use the washrooms there.
