I'm vey sure about it. I've lived over 2 years in a Muslim country and never had a problem. Yet I'm not even Muslim nor arab.

But I'll never want to visit the "tolerant" Germany, US, Sweden, Australia and the likes.

^ For starters they're extremely overrated compared to "islamic hellholes" like Dubai.

I don't have anything against Muslims but Dubai along with almost every country on the Arabian peninsula (minus Yemen and Oman) seem to be petrostates who do nothing except pump out oil and send human rights back a thousand years. The good Muslim countries would be Albania, Kosovo, Azerbaijan, Bosnia, Malaysia, Indonesia, The Russian-speaking Stans, Morocco, and even Turkey until a couple of years ago

Woah, I finally am observing the first encounter ever when the past few recent years is ending up better off for somewhere than the superior Global atmosphere of 2000-2015. Too much of Planet Earth broke since then. Although, I always try to align myself to the bright optimism route. Honestly, things have become stable over there at Indonesia every island if the news media cycles never speak of any danger for such a massive interval of years to one decade without any interruption. Gradually dissipating out of real awareness.

I have been to two Arab countries, Morocco and Qatar.
Safe? Qatar is very safe, Morocco fairly safe.
Cheap? Morocco, yes. Qatar, no.
Culture? Both have the culture you are looking for, but Morocco has much more.
