I dont know why some people think cold/cloudy/wet= depressions and negative things like that. It doesnt have to!
Theres NO WAY Rio de Janeiro is one of the happiest cities in the world, let alone #1. Way too much crime/corruption/violence, even in the middle/upper class areas there and most of Rio actually seems to be the low income favelas.

Actually find in cooler climes there is more happening during the colder months followed by celebrations and festivals in summer.
Both cities mentioned above..Amsterdam and Paris, have high density populations as do many European cities, which add to the life and flair.
Have heard Seattle is a cool place to be? Vancouver has gone way over the top in real estate terms so would expect that would impact on rental prices,so not sure if only the landlords would be smiling there?

To thetroubadour:
Glad to see someone else agreeing that cloudy/cold/wet climates can= happiness and not depressing/negative things.
Well, Seattle and Vancouver have roughly the same population as Amsterdam. Both cities have lots of city events. I like all 4 a lot! Paris, Amsterdam, Vancouver, Seattle.

Going by the "Happy Planet Index" for life satisfaction, and correcting for recent events: Norway, Finland, Canada, and Costa Rica seemed to be the happiest countries.
Life Satisfaction | Global HPI | Explore | Happy Planet Index (http://www.happyplanetindex.org/explore/global/life-sat.html - broken link)
The "World Database of Happiness" went more Costa Rica, Denmark, and Switzerland with Finland and Norway quite high.
Nation Rank Report
So maybe San Jose, Costa Rica or Oslo, Norway are among the happiest.
