Hitler, he got what he wanted, people followed him blindly even though they knew 95% he said was a lie, he might as well had been charles manson who was elected for president. Hitler's mind was in the right place but his heart was not and that is why he went after the jews, but he could have just as easily been a good man who did great things.

Of course, who one considers the greatest leader is subjective. I personally have a fascination with Japan's Ieyasu Tokugawa, whose maneuvering and ruthlessness put an end to more than a century of civil war and created a system that ushered in more than 250 years of relative peace. I'm not saying Tokugawa is any moral paragon or anything (surely not, in fact), but he is a great study in realpolitik. Machiavelli would have loved him.

King Sejong of Korea is also a fascinating figure, as are Queen Elizabeth and George Washington.

Just some guesses

Akbar the Great - One of the most enlightened, artistic, and tolerant of Muslim (initially Muslim anyway) rulers.

Casimir III (The Great) of Poland - He really turned his kingdom around and was very benign to Jews, particularly by the standards of the fourteenth century.

Chief Joseph - Best in a more moral-based sense as most things indicate he was a good guy trying to do what he felt was best for his people with a minimum of violence.

Muhammad - Good or bad he's arguably the most significant world leader in history.

King Sejong - For creating Hangul, the Korean alphabet, and other things.

best leader is Moses who led the Jews out of captivity.
Jesus was obviously the most influencial person to ever live. 80 % of the 100 most influencial people in history called Him God. laws in the US about bankruptcy were taken from the bible and influenced laws around the world (every 7 years in ancient Israel people were forgiven their debts). the date 2 millenia since he was born, according to many prophecies he's suppose to come back at the dawning of the 3rd, which looks just about right considering the state of the world.
then you have Christians as the by far largest donors to charities, 80-90 percent of all charity in the world is done in the name of Jesus.
he might be the only person modern Judaism won't let people believe in (Jews can be atheists, buddhists, but not a believer in Jesus). there's also place names like corpus christi, sacramento that get their names from Christian influences.
Christopher Columbus's main mission was to spread the gospel.
every major western empire since the gospel of Jesus was spread has accepted (Greek, Spanish, Roman, British, American, German, Russian). The 2 biggest empires in the world today are predominantly Christian, same can be said about Russia which is one of the most powerful countries in the world. Christianity is the fastest growing religion in China and India.

mohammed wasn't any better of a leader than any of the greatest crusaders. in fact the major thing that makes the crusaders look good is how they defended against the barberic muslim attacks. calling some of the other most influencial people in history the apostles of Jesus (that the bible calls the foundations of the heavenly city) liers takes away a lot of his credibility.

I concur with many of the previously offered "best leaders."

I'd like to add Elizabeth I and Catherine the Great to the mostly all-male tally.
