I think the Swedish bacon is better than the Norwegian, but Norwegian prison beds have better duvets.
Also, the bicycles and rowboats at the Norwegian prison are far nicer when you want to pedal around or row around the circumference of the prison island.
But, Sweden has nicer china. Wedgewood, I think. With the little hand-painted violets.
Of course, the prisoners being from Somalia and Pakistan don't care about such things. Your more discriminating convict will appreciate the difference, though.
So, if the outdoor life and recreation is for you, offend in Norway. If it is the cozy creature comforts, Sweden is your choice.

I think people are assuming that asides from the surroundings, prison works just like in the US. That is very far from true. Scandinavian prisons work on the idea that the inmates are to be returned to society one day, so they get acceptabe surroundings, and they do not get treated as animals. Because there is a risk they might come to believe that before being released.
And one of the most important things in preparing people to be returned to society is installing a routine. You have about two hours per day of your own time in a Norwegian prison. Which is spent with other inmates, people you may not normally have wanted to spend time with.
There is an interesting program on the National Geographic channel called "Locked Up Abroad" which features various Americans, Brits, and Aussies who have been imprisoned in hell hole prisons across the third world. Very eye opening as to what prison are like in poorly managed countries.
