Does such a word exist to describe the tendency of a person or organization to place high value on loyalty towards its closest friends while caring less about the well-being of strangers and others outside of its "circle"?

True.. but I'm talking about someone who is much more willing to work more towards the well-being and goals of his friends and group with little disregard for the well being and needs of strangers and others outside of his group. An extreme case of this common human phenomenon.

Yeah, there seem a lot of words that describe aspects of what you are saying (ie. we sure have a lot of words that refer to loyalty, group solidarity, clannishness etc. like the ones the other posters mentioned specifically to things like nationalism, chauvism, tribalism etc.) though I don't know how exactly they match with your perception of the definition you want in general.

Nepotism (with regard to blood relations) and cronyism seem to come close but are often applied in an organizational setting, such as with regard to business or politics.

If you want to go a term more used in sociology/psychology, you could also go for "ingroup bias".

Of those suggested, clannishness seems closest to me. Xenophobia seems to refer more to the reason for behaving this way than to the actions.
