In that same vein would be the statement which follows a denial of the intent of the statement.
"I don't want to hurt your feelings, but...."
or
"Not to criticize, but...."
or
"I don't really care, but...."

Doesn't matter what the context is, that phrase drives me wild. Instead of deliberately setting up the other person with tension and anxiety, why not just start saying what you have to say?!
