I know you said that "nefarious" was too black & white a word, but I like the idea of describing someone as "vaguely nefarious".

Unreliable and misleading, at times disingenuous (easier to say than spell) could be the word I was looking for.
The use could be if someone blows someone off (or doesn't show up), has an excuse, of course, (but it could be a lie), but then he/she is ok in character, at other times. Kinda like a relative
