If you are looking at purchasing land in the Western Heartlands Subdivision beware! The developer Wayne Joyner has lied to everyone that has purchased land there and told them that he would put power into the subdivision. He did do that for a few people at the front of the subdivision so that appearances would lure people into the subdivision to buy land. He also sent out a proposed power plan to all that own property there and said that power would be installed by 2012. This is now 2015 and there is not plan to run the power as he promised.

The developer has been stringing people along promising to get the power run (we have owned our lot for over 3 years and he has yet to run the power as promised or to put gravel on the roads as promised). The roads are atrocious and gravel is not being put on the roads as promised so when it rains, the roads are a mess.

We have been trying to get power to our house for months now and the Developer Wayne Joyner keeps telling us and Beartooth Electric that he will have his half of the money to them in a couple of weeks, in a couple of weeks, etc. Now he told Beartooth Electric that it may be in a month or more. We have property bordering the highway and plan to put up a large very legible sign warning buyers of the pitfalls of buying here.

We have been very patient and have been running on propane in order to build our house but it has now cost us over $5000 in propane just to have electricity. Now we are being strung along further and now Beartooth Electric is telling us that they may not run any more power into the subdivision due to Mr. Joyner's antics and continuous lies.

If you are looking at buying here, let me save you a lot of heartache and money. You may or may not find suitable water AND you probably won't be able to get power to your lot in the future. Beartooth Electric is the only game in town and they are now reconsidering ever running power into the subdivision due to Mr. Joyner's unfulfilled promises.

Learn from someone who just sunk a bunch of money into a piece of property that is now worthless!

Talk to the county assessor. If this is a registered subdivision, then it is spelled out what is all that is required of the sub divider to comply with. I think they have to post bond until everything is done. If not spelled out, then buyer beware. A lot of so called subdivisions around the state are truly not registered subdivisions, but just someone selling 40 acre lots. Those are really buyer beware. Sorry for your problems.

Not so. A developer can promise to build roads up to the county standards but is not obligated to do so. Along with many other aspects of the development, it's up to the developer to perform as they see fit. The only gov't requirements that typically come into play would be regarding environmental issues, community water supply, and similar items.

Yes. But even if "spelled out", buyer beware applies. As witnessed by the OP's story of what has been promised and what has been delivered in this subdivision.

A lot of so called subdivisions around the state are truly not registered subdivisions, but just someone selling 40 acre lots. Those are really buyer beware. Sorry for your problems.
One needs to do their own due diligence when buying unimproved land in this state, whether a single 40 acre lot or a subdivision.

A character named Lazarus Long once said, "Trust your Grandmother but cut cards." In other words do not trust a seller about anything until you and, preferably a lawyer you hired, have checked everything about the sale and the agreements. Paying for a lawyer is a good investment.

The OP is good advice for anyone buying dirt ANYWHERE in this state. There are more parcels for sale in places that are inaccessible for 4-6 months in any given year than there are options otherwise, The shysters have taken over in the real estate business. If anyone wants to buy some dirt here, PM me and i will scout the area before you come here. I have no interest in real estate, only in protecting my new neighbours from shysters.

What happened to the code of the west where a persons word was their bond?

Try this in western AZ and someone will trip over your sun bleached bones in the desert, in twenty years.

I'm sorry for your troubles, but glad I came across this thread. I'm from the Chicago area and I'm looking to buy some land to sit on, then retire to and build on in 12-15 years. I glanced at some properties on Realtor and noticed a very wide range of prices for what I'm looking for. Now I know why.

Again, so sorry for your troubles, but thanks so much for the advice. I'll keep an eye on the Wyoming forums.

BTW, Jackson/Jackson Hole is way out of my price range, so I was looking at Alpine and the surrounding areas. Any suggestions/pitfalls?

Don't let the Chicago thing sway you... It's just where I live! Lol... I'm a conservationist at heart and an avid outdoorsman.
