The simple answer is The Bill of Rights, specifically the Fourth Amendment. Like them or not, the people at the camp have the same rights that we do.
Also, the missing guy has the right to not be found if he doesn't want to be, and apparently, it's possible that he's in the camp by his own accord.
Here's an excerpt from this article in the local paper.
"Rumors have circulated that Bardin has been seen in the Rainbow encampment and is remaining there by choice and has not been met with any harm. Whinnery states the SCSO has followed these leads but has been unable to verify them.
“Unfortunately, we cannot, as of today, absolutely confirm that through direct contact with Garrett, as much as we’d like to,” Whinnery said. “The question has been raised, ‘Why don’t authorities just search the Rainbow camp?’ but the fact is that simply isn’t possible.”
“First of all, no law enforcement agency has the authority to carry out a sweep search of the camp, and even if we did, it would be the equivalent of doing a detailed house-to-house search of every home and business in Pinedale,” Whinnery added. “As of this morning, we estimate there are 4,000 people in the camp spread out over miles of rough terrain. It just can’t be done.”

I guess I just don't know what Cartman's doing...like I said, I didn't watch that episode....(if one doesn't know the context of a situation, they can't really judge from a moment in time)
If someone would kindly explain I would appreciate it. Obviously, there's a bunch of hippies sitting around doing "peaceful things", but what the heck does Cartman have in his hand (is it weedkiller, perfume, gas?????) I just would like to make an informed decision based on the entire context of the still photo....thanks!

Well if you watch south park pretty regularly I'm sure you know that Cartman hates hippies. Well in this episode hippies are invading south park and trying to start a "hippie jam fest" (woodstock) and Cartman is spending his time capturing all the potheads and locking them in his basement, the thing in his hand is probably just a weed killer or something, they never really say what it is in the episode, Cartman just walks up to the hippies and sprays it on them, and they either scatter or he locks them in his basement, he just uses it to tick them off pretty much. It's one of the first few episodes in season 9, hope that helps ya understand a little more

Rainbows in Pinedale
I live in Pinedale, where the Rainbows are and I find them gross! They smell horrible, they hang around at the local stores asking for money, wanting a ride somewhere, what is their point? They give our beautiful town a bad image!

What's the deal with them? Do they just live in the woods year round? Just curious cause I got a job offer in Pinedale, I'm trying to get away from all the tree hugging wierdos here but sounds like they're overunning your beautiful town.

No, they don't reside there--Pinedale just happens to be the "lucky" place they chose for this year's gathering. It's supposed to only last a week, but I'm sure that there are stragglers for a little while. The gathering is held every year on the Fourth of July week (there's some irony) on US Forest Service or BLM lands around the country. Unfortunately they are usually held in the west it seems.
My step-brother lives there--I think tomorrow I'll call him and rib him a little--just to see if he's considered joining!  Luckily his fist won't reach through the phone line....
