Not sure how I missed your post...sorry!

Not sure about Laramie or Cheyenne....but I live in Casper.

We have a TON of cultural activities. We finished the NicFest (one of the art museums hosts a few days of fun each summer), and this weekend is the annual Beartrap Summer Festival on Casper Mountain (music and such). We are home to the Wyoming Symphony Orchestra, we have a ton of off-broadway plays that use our Events Center....we have at least a dozen or so museums...

what exactly are you looking for?

As far as fine dining.....the 303, Dsusumo's (Thai), Bottecelli's, Fire Rock, Fireside are all great restauants (of course, we have the usual Outback, Red Lobster, Perkins, etc...but I wouldn't consider those fine dining by any stretch of the imagination).

Poor Boys Steakhouse is another fine place to eat - casual dining, sumptuous steaks. I second the Fireside - their blackened prime rib is like no other.
Along with all that tekape did a fine job pointing out - there is also the Historical Trails Center...an excellent choice if you have children.
