I've heard that there are a lot of hoops to jump through to get teaching jobs from out of staters who want to move to wyoming. Common complaint(among others) is that they have private school teaching experience but no credential. I know this is a common problem in many states

I believe this problem stems from "No Child Left Behind" and the fact that teachers have to be "highly qualified". To be highly qualified, you must not only have the content knowledge, but must have completed a collegiate educational program.
