Can't say that I have heard of the company. Did you purchase this dog from someone (a private seller) or did you adopt the dog from a shelter? Or is this a lost dog of yours that someone found and is trying to get it back to you? Did the dog start out in WY or was it being transported from some other state and making a pitstop sorta speak in WY?
Have you tried contacting whomever you are getting the dog from? Do you have any idea where in WY this dog is supposedly being held?

I did a bit of research for Citywide Pet Transport and here is something I found.

It may be possible that if you were buying a dog through these folks you may have been scammed. If that is the case, I hope you didn't lose to much money.

Wyoquilter - that was very kind of you to look that up for the OP.
This is merely a new twist on an old one - what we call "419" scams - 419 being the number of the Nigerian penal code regarding fraud. (For further information you can visit Welcome to the 419 Eater)
The old " I have been overpaid for a government contract and have to get the money out of the country, please send my your account details and you will receive 25% of the proceeds" type has been replaced with scams for all sorts of "designer" or registered puppies/kittens over the internet. It's nothing new - once it worked once.....
Caveat emptor.

I placed an ad on a website " desperately looking for English Bull Terrier pup"
someone did respond, saying that they had one and even sent pics.
they wanted me to deposit the money and then only would I receive the pup. i got an email from CITY WIDE PETS TRANSPORTATION COMPANY.
I called the number listed and it didnt exist and even googled them but got this website.
I am really hurt by this, i really thought I would be getting a puppy.

Sorry, ZERO sympathy.
If you're willing to buy a puppy sight-unseen, parents unseen, with none of the safeguards that good breeders put in place to ensure they're breeding healthy, sane offspring - all from some spurious photos emailed to you... you get what you deserve.

I agree. It is always best to buy from a reputable breeder and see their facilities and their animals and the conditions in which they were bred and born if a person chooses to buy a purebred from a breeder. I do not like going to pet stores either to purchase a so called purebred as most of the puppies come from puppy mills that are poorly ran and taken care of.
Best thing a person can do when wanting a dog is to go to a local shelter and find a great friend and companion from there. Or if a person is set on having a purebred, then check out animal rescue sites, there are a great many of reputable animal rescue sites and places. Granted a lot of the rescued animals come from puppy mills, but they are puppy mills that have hopefully been shut down and the owners/breeders brought to justice for horrible acts of animal cruelty.
As long as folks continue to buy animals from puppy mills, either through a pet store or online sites, puppy mills will continue to flurish. There are already millions of unwanted dogs in this country, there is no need to encourage the breeding of more especially in unhealthy, and unsafe enviroments.
