Way too many factors to comment on this until you disclose what type of housing, employment, living situation, entertainment desired, etc etc etc ... that you would like to have in your town.
The two places are very different towns ....

I have to agree with Sun. I've always thought of Casper as more "city like" where Laramie is a college town (its where the U of W is). Granted its been literally years since I was to Casper, but if you dont mind a town where in the summer it seems alot less crowded because college is out, then Laramie might be your thing, but if you want a place where you wouldnt have to worry about your employer closing for 3 months, or having slow times, then Casper is a better choice.
but knowing more of what you want would help.

First thanks for the reply here is what I have going on. I am relocating to wyoming from az, I have several job offers in both areas. I have two daughters, single parent. I want as all parents the best for the girls, I care less about "city like" looking for a community that I can become a part of by volunteering and being active in all the expected aspects. Housing is a factor and will have to look into that. I have heard it and have read about that end of it. Entertainment well thats easy outdoors you name it dont need any clubs or such, movie theater would be nice I am assumeing both have theaters. I understand that the questioned i asked is vague but if you dont mind please feed me any info you can share with me.

I live in Laramie, i've only been here a couple of months, but i'll give you what I know:
--You can classify it as either a large town or small city (28,000 people) so it has the conveniences as a town/city of comparable size would have. If it's big city convenience you want, Denver is 1 to 1-1/2 hrs. away.
--The university of Wyoming is here, the only 4-year inst. in the state. I don't feel as if the university really dominates everything, although a lot of businesses are largely targeted toward students.
--Outdoor activites are top notch, anything you could possibly want to do is pretty much at your doorstep.
--Housing is fairly abundant from what i've seen. I found a two bedroom house for $560/month the day after I arrived here.
--Laramie sits at 7100 feet so factor that in with Casper which sits 2000 feet lower.
To sum it up, I love it here. There's nothing special about Laramie from the random visitors eye, but there's something here. In as many different cities and towns i've lived Laramie just seems like it was built for me. As corny as that might sound it's true.

Personally I would choose Laramie, what would be best thru your eyes, I would have no clue. I lived in Laramie twice, once going to UW...GO POKES! and then moving back for about a year after living in Gillette for 3 years. Never lived in Casper but spent time there over the 23 years I was a Wyomingite for various reasons. These are just my impressions from my perspective. Maybe it will help, maybe not.
Laramie is really close to some awesome outdoor recreation while Casper Mt is nice, you have to travel a ways for many outdoor endeavors.
UW gives Laramie alot of interesting fun events, activites and a drive to the Denver/Boulder area is a fun day trip for a myriad of things to do.
Casper is dominated by the energy industry and even tho Laramie is plenty windy I always felt Casper took the windy thing to another level.
I found the folks in both Laramie and Casper to be of the highest character and friendliness.
It's always suggested in here to visit anyplace your going to consider moving to but I guess some folks are not able to do that. If you can, you should.

Laramie sounds like it would hit your button more than Casper. I don't know why I said that but your description of your family seems better suited to Laramie. College town. Still looks like a Clint Eastwood movie set with the rollings plains. 45 minutes from Ft. Collins. Beautiful. When sound for language said it sits at 7100 feet above sea level you should realize that is a big deal. weather is very extreme. Beautiful summers, rough winters, very cold and a bit windy. Great people is the best attribute of both places. We always said the weather keeps the riff raff out and it is true.
