I was just wondering if there is much ATV riding outside of Cheyenne? I googled but didn't find much. Seems like there is some up North but no luck near Cheyenne. I saw a trail called Spider Poison near Casper but thats about as far as I got since you have to sign up to get more info.

Go on out to the Pole Mtn area. Lots of trails out there in the Vedawuo section of Medicine Bow NF.

Veedauwoo, West of Cheyenne, has interesting areas to ride in ... nice scenery, places to stop and picnic by the creeks, and a number of marked trails for motor vehicles. Due to erosion issues, they've blocked off or closed a number of trails that were formerly used by ATV's until the ruts got too big and expensive to mitigate. It's a shared use space, so be aware of hikers and equine activity in the area, as well as livestock grazing. Probably best to consider this area just for "touring" at modest speeds on an ATV, it's not fun for anybody when a motor vehicle comes hauling around a blind spot onto folks moving at lower speeds.

You might want to get a copy of the Wyoming Gazateer (bookstores and most sporting goods shops), which shows where the public lands are located in the area. AFAIK, you can legally ride on state school land sections and other public use lands. You do have to watch out for livestock, and it helps to be respectful of the land use ... tearing up fragile pasture/grazing lands by turning it into a track event isn't going to be welcomed by many people.
