This is such a non-story.

New chain law in effect in South Pass area
Not quite "old news".

The old statutes allowed "snow tires" or "chains" on non-AWD vehicles for when the "chain law in effect" was posted.

The NEW 2009 law 31-5-956(E) requires Chains on non-AWD vehicles when "chain law in effect, hazardous conditions" is posted, and the significant new category of "obstructing the road" if you get stuck, with additional fines ... as noted, up to $750. That's a far cry from only getting a $60 ticket for non-compliance in the past.

when I have seen chain in effect there was usually 6 or more inches of snow that the plows can't even get caught up with. Was chaining up a 4 wheel dive on I-80 when a plow went around me. I pulled the chain off the tire that was done threw them in back of the truck and was breaking 3 foot drifts trying to catch up with the plow, everything more then a 1/4 mile behind him was stuck

It's still a non-issue. You can either obey the law or not. It's just that simple. Cause an accident - get fined, most likely lose your license too. Or you could lose your life on account of being stubborn.

Your choice.
