That piece of land is a sticky situation in York County. Jane Spratt McColl (sister to former Rep John Spratt and wife of Hugh McColl former President of Nations Bank/Bank of America) gave that parcel of land, 400 acres, to the York County Museum in 1998 for a new York County Museum.
The entire thing has turned into a huge controversy (nightmare) for the York County Council and the York County Museum.
If CMC is awarded the new hospital. Piedmont and Presbyterian will appeal DHEC's decision. Similar conditions when DHEC made the original award to Piedmont Medical Ctr. York County Council members went behind closed doors with DHEC asking that they award PMC the Fort Mill location. The courts threw out the award and made all three hospitals submit new info.

YORK COUNTY | York Co. museum foundation to release records | The Herald - Rock Hill, SC
In a nutshell York County's interest:
Foundation received $4.5 million in 2006 from a developer
Housing market bottomed out developer backed out
Foundation had to pay developer back $3.78 million by last month
Foundation sells some of the property to a healthcare company (CMC)
What is York County Council and York County taxpayers interest? Other than it's been 13 years and no new museum yet.
York County Council (appoints) = Culture & Heritage Commission = Culture & Heritage Foundation = Sustainable Development Group Inc. = All equal York County Museum all equal York County taxpayers and York County Council. In addition during excavation they discovered a Catawba Indian Burial Ground and Village from the 18th century.
