It looks like ill be moving my mom to Rock Hill, and I was curious about the utility system. From what i understand, the City of Rock Hill will provide the electric, water and sewer bills. What should she expect? The apartment is one floor, ground level and 900 sq feet w/ forced hot air/central AC. Im in Fort Mill and im with York Electric, and the Town of Fort Mill for my Water/Sewer. Ive heard from people the rates within city limits (which this is) and outside city limits is VERY different. My average eletric bill within a 12 month period is about $75, with my Water/Sewer/Trash at $48.

No replies ... I don't know I live in the boonies and we have Duke Power ... there has to be someone here that lives in the city.

Where did you find a safe location for your mother ... you can send me a direct message if you don't want to type it here ... I have a friend that called this week looking at apartments and I really don't know that much about the actual complexes but I do know the safe areas of RH.

My house is about 950 square feet so maybe my bill will give you an idea:
sewer base: $16.94
stormwater residential: $2.37
sanitation residential: $18.59

The only 3 that change from month to month are:
sewer consumption, water usage, and electric usage.

Here are my total bills since October 2010:
October 113.62
November 107.31
December 115.61
January 133.28
February 115.95
March 112.21
April 115.37
May 109.08
June 126.73
July 134.67
August 148.79
September 117.71

Keep in mind that I live alone, my water heater is gas, my heat is gas too. The gas heating unit takes some electricity but not much. I am not an air conditioning person. I used mine very little during the summer, but still had bills over $125.00. My thermostat was set to turn the a/c on at 8am and turn it off at 8pm, to save cost. My unit is in the attic and located above the bedroom wall, and it tends to vibrate and make a small noise, so I wanted it off during the night. Since my heat is gas, that is why my winter bills are so low, except January.

She would be using eltric heat, AC and hot water. Im not sure she will be charged storm water since its an apartment, should be just water usage and sewer usage. Id guess for a 850 sq ft apartment the average bill will be $30.

Im in a 1100-1200 sq ft apartment, and ive never had an electric bill past $125. Usually its around $400 in the hot heat or a cold winter weeks/month.

I ended up going with Yorkshire Apartments. It had good reviews, I liked the area, and the manager and owner were very nice, knew what they were doing, and ran a really good place. I got the answers to my questions I wanted and I felt very welcomed, no sales pitches required.
