Both areas are absolutely wonderful! Close to the lake, easy access to Charlotte, charming towns with friendly people. For a more recreational (golf, swim, tennis, walking trails) area, I'd go with Tega Cay. For more charm and greenways, I'd go with Fort Mill. However, the two are virtually interchangeable and both would be an excellent choice. As a local realtor, I CAN tell you that the school systems are beyond excellent, and people are fighting to buy homes in the Fort Mill school district (meaning homes don't stay on the market for very long at all, and the resale value is awesome). I think you'll love it here! Any more questions, just ask!
