The Detroit city mayor and nine-member city council are elected members and serve a four-year term of office. The charter rules under a mayor-council form of government. Citizen bureaus include organizations dedicated to improving and maintaining the business and civic community of Detroit; for example, Southeast Michigan Council of Governments (SEMCOG) is a voluntary association of more than 130 local governments designed as a regional planning and intergovernmental coordination agency.
