I'm totally unfamiliar with this airport. Is it possible to come out just to watch the planes take off?

I live in the neighborhood just east of the airport, which is in the flight path of the airport as well. Over the past ten years there has been several crashes and luckily no homes were involved, (yet). Is it possible to have the airplanes land approaching from the west to east direction instead of east to west? I understand that wind is a factor but the crashes as far as I know were all single engine fixed landing gear aircraft's. It doesn't seem like an unusual request to direct these small aircraft's to land from the west. Is it possible for them to land and stop safely on a 3000' runway, even with a tail wind?
Thank you
Greg Etter
