A phone bank is set up at the Ottawa Disaster Recovery Center (DRC) to allow residents to register with FEMA if they have not done so prior to visiting the center. DRCs are opened to give residents a place to ask questions about the FEMA recovery process. Mark Wolfe/FEMA
