High Talking Chief Faatea Etuale, whose home was destroyed by the tsunami last September 29, reacts with pleasure after Gov. Togiola Tulafono, center, and Terrie Zuiderhoek, FEMA operations section chief, announced the pilot program at his home site. FEMA will build up to 70 two and three-bedroom homes to replace those destroyed. Owners of all 275 destroyed homes had their choice of the maximum FEMA $30,300 cash grant and rebuild themselves, or to participate in the pilot program in which FEMA will contract to have new homes built to a design previously used in local construction in American Samoa. Most owners chose to rebuild on their own, and many are nearing completion. FEMA/Richard O'Reilly
