The Dunsmir Sediment Basin ponds topsoil from winter storms in the Los Angeles County debris basin systems. Under the major disaster declaration, FEMA provides Public Assistance funds for debris removal, emergency protective measures, and permanent restoration of infrastructure, and as such, it is the most expensive of the disaster grant programs.
