The Pickens Yard Sediment Basin has tower siphons which acts as giant drains after the basin ponds from debris deposited from winter storms. The mechanism, which allows flood water to pass through and out into the Los Angeles watershed canals is funded under the major disaster declaration for Public Assistance category A work under the PA program.
