As per my Pantheistic view (Pan-theism...ALL-GOD) and perception of God:
If God is ALL...then God necessarily IS "will" (and any and every other volition, idea, concept, action, thing, etc).
ALL just doesn't "have a will"...God IS "will", including even the concept of "having a will".
ALL is also the concept of the metaphorical and allegorical anthropomorphic representative beings found in writings, that artistically depict God and aspects/attributes of God...they are also definitively "Gods", but only exist conceptually.
ALL is all. Everything...in totality. There is nothing it is not...animate or inanimate.
That is why it can be considered The Supreme or Ultimate Reality and Something of Supreme Value...which are known to define a God Entity.
