If you look closely and read the short profile of the children in those photo listings you might see that many of them are very likely considered "difficult to place" for reasons that vary from age (teens and even slightly older young adults) to development and/or physical disabilities to significant behavioral problems.
Also, I've noticed that lately some, if not most, states are posting photos that conceal the children's faces or are taken from a discreet angle to ensure confidentiality. I am not sure who decides which kids will be featured this way versus those whose photos show their faces. I am thinking that many of the kids, regardless of the way their photos are presented, are given pseudonyms on these photo listings rather than their real names in order to add another layer of privacy.
