OP is in California, not the midwest. There are many CA websites that give info on how you can foster adopt. Our family did it and we have many friends here in the south that have also foster adopted.

There are many children out there that need families.

My experience is based upon a US soldier trying to adopt a child from Iraq. Iraq does not allow for adoption, just guardianship and they don't allow the child to leave the country. To clarify:
Op's motive is help a child whose parents are being deported. There was no mention of adoption. Op only mentioned fostering. (For those who don't know, fostering does not imply adoption.) Adopting children of deported REFUGEE parents from the USA, would just be exploitive. Some of your information would be helpful to others, though.
