Chinas energy needs are growing rapidly and they want/need Africans natural resources. In exchange they give Africa some infrastructure. And they provide this with no moral/ethical strings attached or demands for democracy or human rights and are likely more willing than western nations to "play ball" behind the scenes for the benefit of African leaders Swiss bank accounts.
This also allows China to build a sphere of diplomatic influence in the UN and for future leverage/dependency in international affairs.
What remains to be seen is to what extent African leaders will take advantage of this relationship and truly strengthen their nations
