True about that. When I used to teach English in South Korea in the 1990s...a female foreigner wearing a shirt that showed the shoulders, was immediately sent home to change their attire.
Meanwhile the Korean staff had the most mini of mini-skirts. Legs up to the panties was absolutely fine. You'd never see their shoulders though. Those were not to be exposed.
