I honestly have no idea. Senegal was for the most part a low action country, nothing unusual going on over there as far as I know. But if I was going to pick a country from West Africa for anything it would be Ghana. That country has really become the most stable country in the region. Democracy is working well there, and there is peace and security. I hear now that wealthy Nigerians will move to Ghana to live and work instead of Nigeria.
In terms of economic power, I would say the Africa
A tier (top tier)
A+ : Egypt / Nigeria / South Africa
A : Algeria / Ethiopia / Morocco
A- : Angola / Ghana / Kenya / Libya
B tier
B+ : Côte d'Ivoire / Democratic Republic of the Congo / Sudan / Tanzania / Tunisia

I like your list, a few changes I would make though:
Take out Congo, Sudan and Tanzania. None of those countries would rank anywhere that high in terms of economic power.
I would move Tunisia to either the A or A- group.
I would put Rwanda in the B+ group.
Gabon would probably be in either the B+ or A- group.
I'm from Nigeria. This sounds good, but I know for a fact that Nigeria at least has far too many problems internally (Boko Haram, wide spread corruption, etc) to be trying to deal with issues of other African countries. And any African bloc that does not include Egypt isnt really worth it. Perhaps they left Egypt out because that country is currently at loggerheads with Ethiopia over the GERD dam...who knows.
I believe the goal is to confront these issues on a regional level.. Pulling resources together to assist with internal problems.
As far as Egypt being included, perhaps this G4 will be G5 one day. Like the G20 which when it started was the G7 I think.

Rwanda and Gabon's GDP (PPP) are only at about US$3x billion, whereas the 17 economies I listed are at least or approaching US$1xx billion. Rwanda and Gabon are just not big enough to be relevant players...
