It is odd that a college is in alliance but the crime is so bad.

Youngstown has a real University and it hasn't turned it into rainbows and unicorns.

Mount Union is a private religious University at that. It's not going to do much for the general populace.

That is true but usually universities bring employment and profits to small towns. In PA, generally the nicer small towns are ones with colleges.

That's true in Ohio, as well. But, I think it depends on the size of the college/university compared to the size of the town it's in. The population of Alliance is 10x the enrollment at Mount Union, while the population of Kent is just 10% greater than the enrollment at KSU, for example. So, even in a small town, a relatively small university will still have little impact.
