My best friend will be moving from Pittsburgh (PA) to Enterprise, AL in the next few months. He currently drives a company car and needs to purchase a vehicle prior to the end of his employment in PA. He will then drive the car to AL and register it.

Based on the information I've read on the Alabama DOR website, the tax rate appears to be the same for Sales Tax (if bought in AL) and Use Tax (if transferred into AL from another state). Is that correct?

For example, Alabama has a 2% sales tax on automobiles, Coffee County adds 0.5% and the city of Enterprise adds another 1.25% for a total tax rate of 3.75%. Whether he buys it out of state or purchases it in AL, he'll owe 3.75% tax (sales or use)....correct?

If he buys a car in Pittsburgh and pays sales tax there that is it...he doesnt pay Alabama sales tax just to drive it here. If he doesnt pay tax there then he pays sales tax based on his Alabama address and yes it is city plus county plus state. Automobile sales tax.
Where Alabama gets a further cut is on ad valorem tax and that is applied when he buys an Alabama tag to put on it. Ad valorem is determined by the current value of the vehicle.
