Question: Are the traffic counts shown on the ALDOT maps the sum of vehicles in both directions, or in each direction (e.g., for I-65, are the counts shown a sum of northbound and southbound, or just one or the other)?

Another point is that Morgan County doesn't really get to decide whether or not they are part of the Huntsville Metro Area, the Census Bureau does and their criteria is that at least 25% of the work force has to commute into the main city/county of the Metro Area. Huntsville doesn't have a large downtown with a lot of service sector jobs like you see in larger cities, so as a result there isn't a large commute from Decatur to offices. Decatur actually has a large jobs base with all of the industry along the Tennessee River - In fact, there are a large number of workers who commute from Limestone and Madison County to Decatur. I know that on the far west side of Madison (along County Line Rd.) there are a good number who commute to work in Decatur. A visible example, is the Limestone Creek Apartments off I-565 at the Mooresville Rd. Exit. It was built for those who work in Decatur but wanted closer proximity to restaurants, and retail in Madison/Huntsville.

What is surprising is that with all of the growth in jobs in Decatur, there has been very little population growth in the City of Decatur. It seems that the City Council of Decatur recognizes this as they just authorized spending $8 million to improve the streetscape of 6th Avenue as you enter the City from the Tennessee River Bridge. They are hoping that the business owners will respond and improve the appearance of their respective businesses. At the present time, 6ht Avenue could really use a face lift as it seems dated. Perhaps, this will lead to population growth in Decatur.

Regarding metro definition - it's my understanding that it's not totally quantitative and that local preference does play a role. I suspect that's in cases of very marginal differences, such as maybe 23% of the workforce commutes in (that's just an example). Regardless, federal workers, about 20% of the local workforce, are not counted in commuting patterns, according to the second paragraph in link below. The reasoning is to protect individuals home addresses. That may be changing - depends on whether the document in the link actually went any further. There are a LOT of workers who drive in from Morgan County every day (under non-Covid conditions). I know that because I worked on the Arsenal for many years. And watching backed up traffic on 565 in the mornings and afternoons supports that.

Given the nutty traffic down here on the coast, I'll be fine and dandy if Orange Beach and Gulf Shores do not grow. Just try going to Publix on a Friday afternoon!
