There's not one. That's what I was trying to tell him, but... whatever.

I spoke to the people at the Alabama Department of Revenue, Motor Vehicle Division. On two different occasions with two different people, the information was consistent.

I never asked. Have registered from Jefferson to Shelby and Shelby to Jefferson a few times and never had to pay any extra. Never was told I should have, never even given a stern talking to. If you do ask, I'm sure some county clerk will find a way to take your money, but it's not something enforced or documented on the website. So... YMMV.

At the end of the day, it cost me a little time and a little money. I don’t mind lessons like that since they’re infrequent. I don’t think it was a big deal since I’ll get a refund. Had there been no refund, I’m might feel differently!

Anyone willing to share their cost for registering their vehicle? We lived in Dothan previously, but were military and avoided the fees. Here, registration/tags ends up at around $700 a year for a Toyota 4Runner.

It's based on the value of the vehicle, so 700 seems like a lot to me for a ~40-50k car but I only have two counties around here experience with.

It’s lower in Alabama than Arizona. When you say “here”, is that Arizona?

For a xyz (year) Toyota 4 runner, the value will determine how much and $700 in Alabama seems way too high, regardless of the year. If you retire from military and move to Alabama, it will be much less than $700 plus your military retirement is tax free from state inc taxes.
