Historically that has been true of painters, but not photographers.
Most photographers that have risen to the level where they are commonly thought of as "great" got that recognition due to self promotion. Ansel Adams is the epitome example. Not that Adams and others aren't great photographers, just that they made sure everyone else was aware of it while they were alive. (Cartier-Bresson, Eisenstadt, Avedon, Lange, Weston, Evans, Strand, Stieglitz, or take our pick.)

I don't think that
any of Ansel Adams photos were considered "mediocre" while he was alive. Even as far back as the 1930's Adams was recognized for what he was. By the time he was an old man, he was literally idolized.
The same is basically true of the entire list that I named. They were all recognized within their lifetime. Walker Evans (a depression era photographer hired by the Farm Security Administration) is probably the only one of the bunch whose fame has grown after his death. (Not that he wasn't well known before hand though...)
