Other than not run into them, there is no requirement to do anything for a parked vehicle with red lights on.

Note that most places now are fairly careful about having red lights on at all. Usually only in the direction of where ever they are going or towards a vehicle they want to stop, and in any other direction it will be yellow or blue lights.

The reason for that is because anything that happens as a result of operating a flashing red light on an emergency vehicle is legally the fault of the operator of that vehicle! The purpose of the red light is to get your attention, and if it does and you fail to notice that the car in front of you just stopped and you smash into it... sue whoever owns the emergency vehicle that had the red light on!

The other thing you can do to increase humidity in the house is seal the house up better. If you have some major air leaks plug them up. It's usually pretty easy to find the leaks when it's 30 below. Just feel for the cold spots.

It's the outside air coming in that's dry. Your inside air is more humid but is replace quickly by the outside air because of your wood stove. I doubt that you will be able to seal your house up so well that you will have an oxygen problem, but just in case, it's a good idea to have a CO detector. I think its state law in fact.

Wow, I'm going to be moving into the Anchorage area in May. I have 4 kids and husband. What an amazing story. Scary as all he** I'm sure, but you did it. Any advise you could give a me I'd be more than happy to listen to.
