snopes.com: Blair Holt's Firearm Licensing and Record of Sale Act


From what I understand, if this bill passes we will all be required to list the weapons we own on our 2009 tax return along with a $50 registration fee for each gun listed. If you fail to claim and register any weapon, not only will that weapon be confiscated but you permanently lose the right to own a gun and all others in your posession will be confiscated.
If you transfer a weapon to another, it must be documented with a $25 transfer fee. The govt. has the right to come in your home to inspect your weaons at any time, if any are not registered, you lose them all, if you have children under 18 in your home and they are not locked up, you lose 'em.

Friday, August 14, 2009 Over the past few months, NRA-ILA has received hundreds of e-mails warning us about "SB-2099," a bill that would supposedly require you to report all your guns on your income tax return every April 15.
Like many rumors, there's just a grain of truth to this one. Someone's recycling an old alert, which wasn't even very accurate when it was new.
There actually was a U.S. Senate bill with that number that would have taxed handguns -- nine years ago. It was introduced by anti-gun Sen. Jack Reed (D-R.I.), and it would have included handguns under the National Firearms Act's tax and registration scheme. This has nothing to do with anyone's Form 1040, of course.
Fortunately, S. 2099 disappeared without any action by the Senate, back when Bill Clinton was still in the White House. We reported about it back then, just as we report about new anti-gun bills every week. Now, it's time for gun owners to drop this old distraction and focus on the real threats at hand.

So is this Jack Reed bill "SB-2099" the same as the Blair Holt Bill "HR 45" or is the HR 45 something new they're trying to sneak in? I haven't taken the time to find & read the bill but the SNOPES article seems to indicate this is a new bill.

I'll bet it is the same thing.
The very idea of registration would not pass- this is not Canada, this is USA and we have NRA...
Plus the combo of tax return/registration
What would IRS have to do with it?

Introduced in the house by Rep. Bobby Rush of Illinois.
Went into committee in Jan. 09.

Summary:

1/6/2009--Introduced.
Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.
Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.
Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.
Prescribes criminal penalties for violations of firearms provisions covered by this Act.
Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.
Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

Did you not read the link to Snopes.com? Bill HR-45 is real, and is not the old SB-2099 bill you reference. Here's yet another link:

If this bill passes, it will make millions of Americans into instant "criminals", because I know of nobody who would willingly register their firearms. Yessiree...let's make darn sure the good 'ol USA remains #1 for percentage of it's citizens in jails. Now, all you thugs and cons out there: ya'll be sure to register your guns!

At least if the majority are in jail...tax $$$ will have to support us rather than big business...

My take is, it will not happen. Even with dems in White House, it will not pass. One, they've got other things to worry about, two NRA will fight it.
