I'm considering moving to Albany, I've lived in the UK most of my life but was born in New York. I went to live and work in NY after I graduated from University, I stayed in Newburgh and worked in Monroe. Newburgh wasn't the greatest of places to live.
I'd like to know the industries that hire in Albany, what is the job situation like? The cost of living - rent and utilities?

Basically the quality of life, and if there is better cities in New York to consider.

What do you do for a living? That's a better place to start then what's the job situation like? Well, McDonald's is practically always hiring. There's always janitor jobs available. There's ALWAYS a job out there. It may not be the one you want though, but some people will do whatever they have to do to survive and not worry about what people say about them being a janitor. I say this because my husband took a lot of flack for being a janitor in college. He laughs at those people now because he got an education and has a great job. Someone has to clean up after people!
The cost of living you can view right here on City Data. There's TONS of info under each city/town/village. Rent will vary dramatically based on whether you're looking at a privately owned house that's divided into apartments, a house, or an apartment complex. Utilities will also vary due to the type of heat - oil, gas, propane, wood, electric (OUCH) and hot water. The size of the place and insulation are also a factor. There's just too many variables to give you a sold number. When you find a place, you can call the power company and ask what the current residents have been paying.
Transport? Do you mean buses, subway, airport, car? There's no subway system outside of NYC. Pretty much all of Upstate NY is car dependent. Yes, there are bus systems in some places, but they don't go everywhere and may not be on your schedule.
Is there anything in particular you're looking for? To be near a lake, parks, mountains, river, etc?
Don't do it I am from the uk and can't wait to leave. Go somewhere else New England is great.
