Lark St., Central Sq neighborhood, Pine Hills neighborhood, and S. Lake St. are nice in Albany. Lark St. I think of more of for restaurants, bars, partying rather than living, but that's just me.

Though me, personally, I do plan on living on, or just off of, the Elmwood strip in Buffalo fairly soon.
Altamont is a lovely village also and on the edge of the Helderbergs. Its a simple 8 mile ride up route 158 from Altamont to Schenectady and no traffic to speak of until you hit Schenectady/Rotterdam so commute is a non factor.
If you actually want to afford a house on 30k salary maybe Amsterdam ...12 miles out the Mohawk from Schenectady. I think its a mixed city, but has some nice areas. I'm talking an older home that needs some rehab probably, but that area is so close yet hasn't felt the real estate price increases as much yet. It may be the next to see things go up when we get out of this current national real estate funk. And you have all your American chain places, big box stores etc. on the north side of town for the necessities of life in 2007.
