If a plot of land is zoned Agricultural, can you put a business on it, and what would happen if you just went ahead and built your business on it?

You need to apply for a permit before you can build ANYTHING. At that time you will be required to explain what you are building. If the area is not zoned for your specific requirement, the permit will not be issued. If you build something without a permit and it is a violation you will be heavily fined.

If you wish to apply to the Zoning Board, you might be able to have the area changed.
